In the Ecma General Assembly that took place in December 11th, TC55 (a.k.a. WinterTC) was formed, which will take over the operations of WinterCG. This commit updates the website to reflect this change.

How about we just delete this Q/A for now; we can add process information later. (I imagine everyone is going to want a break from process and maybe we come back to this after some months of technical work.)

Are we saying "The WinterTC" or just "WinterTC"? To me, the latter (without "the") feels more natural (maybe because I feel the same way about the TC39). Let's try to be consistent in this website.

Let's not delete the partner logos yet! We could just make the wording more ambiguous, like "WinterTC and previous WinterCG work included participation from:". Then we can contact these groups and try to get them involved again, and maybe winnow down the logo list later.

For some of those groups (at the very least Alibaba and Vercel), the individuals who had contributed to WinterCG are no longer working there, and as far as I know there's no one currently involved who's part of them.

We don't really have to use that license for the website itself...

anyone who does not belong to an Ecma member as an invited expert,
so that anyone is free to participate.

Let's emphasize processes for getting involved rather than starting with closed-ness. At the same time, let's not explicitly promise that we'll let everyone in.

The narrative can go more positively, like, "As WinterCG matured, we got to the point where we wanted to publish standards. To do this next step, we needed to form some sort of working group or technical committee."
