This is an automated cherry-pick of #5281

Before this commit, the konnectivity proxy dialer relied on the
connectDirectlyToCloudAPIs boolean to determine whether it should
connect directly to hostnames that matched the known cloud API suffixes.
However, the resolver used by the dialer was always doing a control
plane resolve of the hostnames with cloud API suffixes regardless of the
connectDirectlyToCloudAPIs setting. This commit updates the behavior so
that both dialer and resolver connect to cloud APIs in the same way.
