This release will attempt to install licensed as a gem when possible. This supports licensed v3.x which requires using licensed installed as a gem when sourcing dependency information from bundler.

This release fixes a bug where licensed releases with tag names that are not valid semantic version strings was causing the action to crash. Thanks @aybabtme for the fix!

Adds an optional github_token which will be applied to API calls to for release information from github/licensed. The token is not required due to the github/licensed repository being public, however using a token will be less restricted by rate limiting.
