- allow owners of a repository to manually run CI from the github web interface (workflow_dispatch)
- add concurrency check so CI skips ahead to the latest commit when pushes come in quickly
- use actions/checkout@v4
- use actions/setup-node@v4 which defaults to node 20 speeding things up
