Describe the bug
I installed Game Tools 25.0.0.6 on a fresh Windows 11 installation. It installed NI Package Manager 2023 Q2. However, it then says that the installed version of NI Package Manager is too old to install game tools. See screenshot.

Manually updating NI Package Manager to 2024 Q4 then allows Game Tools to be installed

This still occurs in beta 2.

Still encountering this issue on a fresh installation (no previous NI Tools installed)

I suspect having it be a fresh installation rather than an upgrade is what causes the issue; the bundled installer is too old.
