Describe the bug
The FRC Driver Station does not launch when running on a Windows ARM64 platform, such as a Microsoft Surface Laptop 7.

To Reproduce
Steps to reproduce the behavior:

Install the FRC Driver Station
Install the required 32-bit LabVIEW runtime
Attempt to launch. Observe error

Expected behavior
Installs and launches without issues
