[Feature]: Switch branch model to a Main branch instead of coupling to release/*

Feature Overview

Currently oem_sample is coupled to release/* branches, but most of oem sample code is available as a reference.

When next edk2 integration occurs, evaluate moving to a main branch.

Solution Overview

Move latest release/* branch to a new 'main' branch. and continue development from that point.

modify mu_devops file sync, if a switch occurs, to use the 'main' branch release draft.

Alternatives Considered

Code in oem_sample does not have any breaking changes in the past few years. there have been minor additions, but not major development has occured.
