Notebook Python Kernel-Dependencies Error

When I try and set the Notebook Kernel to Python it as for my Runtime and then attempts to install the following Packages:

ipykernel==5.5.5
jupyter==1.0.0
notebook==7.2.2

Step1: Installing ipykernel==5.5.5

Machine State:

 ipykernel==5.5.5 -Installed
 jupyter==1.0.0 - Not Installed 
 notebook==7.2.2 -Not Installed

Step2: Installing jupyter==1.0.0

Machine State:

 jupyter==1.0.0 -Installed 
         (Found existing installation: ipykernel 5.5.5
                  Uninstalling ipykernel-5.5.5:
                    Successfully uninstalled ipykernel-5.5.5
                     Successfully installed ipykernel-6.29.5 )
 ipykernel==5.5.5 - Not Installed
 ipykernel-6.29.5   -Installed

Install jupyter==1.0.0 (removes ipykernel==5.5.5 and installs ipykernel==6.29.5). Azure Data Studio requires ipykernel==5.5.5(uninstall
