Add AutoCopy: Automatic text copying upon selection with toggle control

Description of the new feature / enhancement

A new PowerToys utility that automatically copies selected text to the clipboard without requiring Ctrl+C. The feature can be toggled on/off by holding the Ctrl key while selecting text, providing users flexibility in their workflow. This would function similarly to the Auto Copy browser extension but system-wide across Windows applications.
