Steps to reproduce

Open PowerToys, observe control buttons on top right corner.
Open any tool from dashboard menu, observe control buttons in new window.

✔️ Expected Behavior

Control buttons visible.

❌ Actual Behavior

Control buttons (minimize, maximize, close) are white, so they're barely visible (I'm using Windows light theme). Same thing happens to all other windows opened from the Dashboard menu.

When the windows are not active, the buttons ARE visible (they turn light blue), but when they're activated, the problem comes back.
