[Auto-update][Settings] New updating experience: Behavior without admin rights #11367

With PR #11356 (Issue #10589) we implement an improved update experience in the settings window.

Enhancement

The new updating experience doesn't cover the case when the user has now elevated privileges and PT can't be installed.

  • We have to improve the UX, that in this case the info text says something like "No admin rights. Please visit our GitHub page and download/install the update manually."
  • The button should link to the GitHub page and has a lable like "Visit our GitHub page".

Addition
At the moment we have a bug where when UAC is disabled the update can be started instead linking to our GitHub page. This should be fixed while implementing the improvements described above. For details please see issue #6893.
