after Core 2024.12.4 Update many text items only english

The problem

after updating core from 2024.12.3 -> 2024.12.4 several text items appear in english which formerly used local language.
e.g. Met.No forecast appears "rainy"

I noticed that a side effect of this issue, is that entities affected by this language change can't display their history anymore. The history graph, or the detailed entity history are just loading indefinitely.
