Minimized testcase is missing .zip #4488

For the past few months, I've found that minimized testcases are missing the .zip extension when downloaded.

Repro steps:

Navigate to https://clusterfuzz.com/testcase-detail/4839488647790592
Click the download icon next to "Minimized Testcase".

Actual: clusterfuzz-testcase-minimized-4839488647790592 downloaded.
Expected: clusterfuzz-testcase-minimized-4839488647790592.zip downloaded
