Design F3 participation mechanisms without extra rewards

This is a tracking issue for doing the design work to create a FIP for how F3 participation is required without introducing extra rewards.

This is a longer-running issue, and will either get replaced by other issues in future or may have checklists/notes added to it. It has been created for now so the engineering standup board gives visibility to this workstream being in progress.

To be clear on the task - just like how blockchain networks requires validators /miners to participate in consensus to mine blocks, or like filecoin SPs need to participate in existing consensus (EC protocol) today to produce blocks - this shouldn’t change with the introduction of F3. The current F3 FIP is missing the participation protocol from this aspect and that needs to be added.
