We are seeing this issue since 8/15 in our workloads. Can you please help guide here as the normal docker url is blocked in this cloud.

Are you still having this issue? Note that that mirror is not maintained by Docker, so not sure if there's much we can do here, but perhaps @cpuguy83 knows who maintains it at Azure.
