Need a tool for validating in-page link #1226

We check links by this script https://github.com/denoland/docs/blob/main/.github/workflows/better_link_checker.ts, however it doesn't check # part (in-page link) of the links, and we actually had some errors https://github.com/denoland/docs/pull/1223/files

We need to have a tool to validate these in-page links
