Make offline downloads of the site/content #4103

Aside from all of the Tools themselves, it'd be nice to be able to download all of the site content (Articles, et al) in offline formats:

PDF
ePub
Zim (kiwix/wikipedia)
mobi (kindle)
...?

There are (at least) two big parts to do:

the exporter/formatter to each of the formats
the recurring background/cron job to regenerate those download files

We should also do like Kiwix and Wikipedia do the articles:

lite (text only)
full (text and images/vidos/audio)
