[Bug]: Mobile PWA application mishandles negative budgeted amounts when clicked and closed without modification

What happened?

In the mobile PWA application, when a category's budgeted amount is clicked and the popup entry window is immediately closed without making any modifications the original value, if negative, will be flipped to positive and saved.

Steps to reproduce:

1. Click the budgeted amount for a category
2. Enter a negative value
3. Close the entry window
4. Click the budgeted amount that now has a negative value
5. Close the entry window without making any changes
