[Problem/Bug]: DevTools window is unable to bring to front upon first opens

What happened?

DevTools window is unable to bring to front upon first opens. The icons are flashing on the taskbar but the window is not brought to front.

1. Open winui3 gallery >> WebView2 page
2. Right click in the webview2 control, click inspect to open devtools window.
